9. The law’s purpose is fulfilled in Jesus Christ.

Jesus is the new and living way of being in right relationship with God. The law proved we can’t do it ourselves.

The law ends for the believer in the sense that our obedience to the law is no longer the basis for our relationship with God. The law has not come to an end in the sense of no longer reflecting God’s standard or no longer showing us our need for a Savior. (Guzik)

The Law mentality puts us under an unbearable load of performance to obtain righteousness; faith just receives the righteousness that has already been provided through Christ. (Andrew Wommack}

10. God’s living message

God’s “living message” is the revelation of faith for salvation.

…if you publicly declare with your mouth that Jesus is Lord and believe in your heart that God raised him from the dead, you will experience salvation. (TPT)

…if you acknowledge and confess with your lips that Jesus is Lord and in your heart believe (adhere to, trust in, and rely on the truth) that God raised Him from the dead, you will be saved. (AMPC)

This verse is stressing the simplicity of receiving righteousness by faith, as opposed to the bondage of trying to produce our own righteousness that is by the Law (Philippians 3:9).  (Andrew Wommack)

11. Romans 10:9

This verse is more of a promise than a model prayer for salvation, in my opinion. But here goes–

if you confess with your mouth — Declare or proclaim with your mouth because you really mean it.

The Greek word “HOMOLOGEO,” translated “confess” here, means more than just saying words. It literally means “to assent, i.e. covenant, acknowledge” (Strong’s Concordance).

that Jesus is Lord (God) — that Jesus is the Son of God who lived a sinless life on earth, not simply a great moral teacher who died in the first century. Not only that, you are asking him to take your life and make it what he wants.

and believe in your heart — adhere to, trust in, and rely on the truth

that God raised him from the dead — By faith, believe that God raised Jesus’ physical body back to life after being dead for three days, healed of the physical torture that killed him.

you will be saved. — You will be made right with God. He wants to make you new inside so he can deposit his Spirit inside you. All your sins are completely forgiven as if they never happened. Jesus paid the price for them and all you have to do is receive the gift.
